It depends. If you say non-dunking as in not able to dunk it would be Steve Nash but if you mean non-dunking as a player who can dunk but rarely does it i would say Chauncey Billups, Chris Paul or Iverson. Oh and you do know that gilbert can dunk right?

Gilbert doesn't dunk anymore, but he used to. He was actually more of a dunker than a shooter in college. He doesn't dunk anymore because he doesn't need to (and he'll struggle now with the knee injuries, but in 06-07 when he was healthy he didn't dunk). He came out of college with a 36 inch running vert. Theres a few mixes on youtube of gilbert and theres some dunks in most of them from the nba. Mostly from the 05-06 season.

For the best non dunking player, it would be steve nash. I'm sure he can dunk though but most likely not that well so the layup is more reliable in games.

Gilbert sure had a 60in vert during that timeout in the All-Star game.

Would be Nash or Paul. Both find great ways to score.
