Default Unequal Flexibility

My leg muscles are unequally flexible. e.g. when i stretch hamstrings i put my left leg on a high object. it`s easy! but i`m having a hard time getting my right leg up that high. i did flexibility tests and found that my left calve is more flexible than the other. when i stretch my legs in same fashion ( hurdle stretch) i feel that different parts are being stretched when i alternate legs. My question is - is this normal ( should it be that way) and what should i do to get my muscles equally stretched ( if it`s neccessary). thanks!!!
