This is true to an extent. However, you must begin to restore range of motion ASAP after an injury, otherwise as it heals you will be left with excess scar tissue and less ROM than before the injury. If you have broken the ankle or have a grade 3 tear of one or more of the ligaments, then you should wait to start stretching and strengthening until after it has began to heal (but this goes beyond the scope of the thread, and you should see a doctor); otherwise you need to start strengthening and increasing ROM ASAP using pain tolerance as your guide. Google "Dick Hartzell" to see what he has to say on the matter. He is the inventor of jump stretch bands, and has some interesting ideas on rehabbing ankles. Although I don't agree w/his ice theories, he has some other valid points. This is the field of expertise that I will be going into as a surgeon, so let me know if you have other questions.
