In my opinion, there is no "best" program. Things are not so clear cut.

My program. For you. Do this every day, for 1-2 hours. I no longer do this, because I don't feel the need to have a better handle.

Circle ball around waist: 100 times
Circle ball around head: 50 times
Squeeze the ball with your fingers from hand to hand: 50 times
Figure 8 ball around legs: 100 times
Speed dribble ball around legs in a figure 8 shape, go around: 100 times
(Speed dribbling is dribbling the ball on the floor as low as possible)
Dribble ball from hand to hand(V Shape) 50 times
(Do this two ways, big V and small V, meaning, dribble it higher from hand to hand, and dribble it lower.)

Start slow. When you're more experienced do it faster. When you just start doing this, it won't make your handle better. It'll at least let you have a better feel of the ball, though.

Freestyling helps a little, helps you pull of a streetball trick in a game a little easier.

I used to do all this for about half a year, every day. Practice AT LEAST half an hour a day.

I would work on my handle at night, after dinner. I'd go into my room and turn the lights off. Something you could try too. Because if you're a beginner, you'd tend to look at the ball when you dribbled.

I know, actually, when people are guarding you, you gotta look at them to see how they're standing, whether they're hands are gonna try and steal the ball.

If you've just started, it'll be pretty hard.
