If vertical is improvement is your goal then you don't need to do too much work for upper body. Work on your lats with pull ups and chin ups and also your shoulders particularly front delt raises. If you need to get strong for basketball or football then do what you need to do in order to succeed at your sport. It depends on what your focus is. However that 5% figure from what i have read is about right and really, in the big scheme of things, isn't a great amount. I think TVP over does it on upper body work. Another thing to consider is that squats and deadlifts being such full body exercises will release a lot of growth hormone and your upper body will grow to a certain extent as a by product - particularly with deadlifts which require a certain amount of upper body strength anyway.
