Mostly, this is a co-ordination thing, and once your ball control gets better, the problem will cease to exist.
Work on increasing your grip strength, this may be the real problem behind you not being able to get up higher with the ball, because the ball weighs very little in reality, and should not hinder how high you get.
Practice dunking technique using smaller sized balls such as tennis balls, netballs, volleyballs and so on. Once you master the technique with easier balls, then move onto larger sized ones. You can do this on lowered rims and gradually increase the height, it helps you to slowly get better at it.
Try not to forcefully swing your arms when you attempt dunks, go up with an emphasis on controlling the ball.
