The reason for this is that when you do weights it makes the long twitch fibers in your legs increas in mass and then once you have made a good strength base you can then start plyo.
plyo will make those long twitch fibers respond faster and helps your brain send signals to your legs to make them respond faster

weights- increase mass of the fibers, power out put (the power your legs can put out per second), and size of your legs
plyometrics- increase speed your muscles respond at, and also help increase the time it takes to send signals from your brain to your legs

weight lifting does not create or make bigger fast twitch muscle fibers , isometrics and static stretches recruit unused fibers that you already had to make you faster and jump higher no one can create new fibers.
